EUCIS - LLL

EUCIS-LLL, based in Brussels, Belgium, is a structure that promotes European-wide cooperation among civil society organisations. It gathers 20 European networks active in education and training in order to build a citizen voice on lifelong learning issues and to propose concrete solutions based on the expertise, the competencies and the experience of its networks’ experts and practitioners. EUROCLIO Executive Director Joke van der Leeuw-Roord is member of the EUCIS-LLL Steering Committee.


 

altDue to a long and heavy agenda the EUCIS-LLL Steering Committee planned to meet for two days, on 25-26 January in the EUCIS office in Brussels. The Steering Committee Members discussed the draft programme of Annual Conference on 14 May on Activating Solidarities, and the agenda of the next General Assembly on 15 May both in Leuven, Belgium. This is an important General Assembly, as the growing platform requires a revision of the Statutes, the Internal Rules and the membership fee system. The Steering Committee took ample time to prepare the required documents.

Very significant at this moment is the opportunity to comment on the draft future EU Education programme Erasmus for All. The Steering Committee had therefore a Meeting with Mr Michael Teutsch, Head of Unit, and other representatives of the Lifelong Learning Department within DG EAC. They stressed the good opportunities of this new programme (a much larger budget) but also the challenges (a much larger emphasis on systemic and policy impact than on the needs of individual learners). The present operational grants, obtained by EUCIS and many of its members, like EUROCLIO, are not longer guaranteed in the present planning. All grants would be available in the format via call for proposals.  Joke van der Leeuw-Roord, EUROCLIO Executive Director and EUCIS Vice-President, stressed during the meeting with the administrators, that such decision would have far reaching consequences for the organizations involved. All Organizations work to support the European integration project, and are able due to the operational grants to develop sustainable policies. Project grants do not offer such opportunities, and these International Associations also hardly qualify for national funding systems. The Steering Committee continues to follow the new education pogramme and will meet again in the beginning of March, among others also to develop the EUCIS-LLL workplan for 2012-2013. Our partner EUCIS-LLL announces: On 6 march, EUCIS-LLL organises its next public hearing on social innovation in education and training in Brussels (EESC Building - Bâtiment Van Maerlant - Room VM 3 (2nd floor), 2 rue Van Maerlant, between 9:30 and 12:30).

Issues at stake:

Today little is known about social innovation compared to the vast amount of research into innovation in business and science. EUCIS-LLL understands social innovation as changes in ideas, practices and institutions that aim to resolve existing social, cultural, economic and environmental challenges for the general interest. We talk about “social” innovation because society is at the core of the analysis. In education and training, it covers a wide range of models from childcare to web-based learning, second-chance schools, to the delivery of learning in prisons or in hospitals. Social innovation supports greater inclusion and equity in our education and training systems and in our societies.

This seminar aims to give an insight on social innovation dynamics that are generally bottom-up and on how to create a favourable environment in Europe to stimulate innovation in teaching and learning.

EUCIS-LLL will also be organizing a second event: EUCIS-LLL Annual Conference and General Assembly. This big event will take place on the 14th and 15th of May 2012.

On 13th of December EUCIS-LLL Stakeholders were meeting with Isabelle Albertone, Head of sector, DG EAC B1 - Coordination of the Lifelong Learning Programme. In her presentation Mrs Albertone presented the European Commission proposal on the “Erasmus for All” programme. The goal of this programme is to make the proposal simple and understandable. The programme focus on three actions; learning mobility of individuals, co-operation for innovation and good practices and support for policy reform.
 
In the discussion with Mrs Albertone the EUCIS-LLL Stakeholders expressed their delight with the proposed budget increase and the bureaucratic simplifications; however also some concerns was signaled. The Stakeholders were concerned that the “Erasmus for All” will focus too much on higher education and employability, and thereby not address the needs for non-formal and informal education, adult learning and active citizenship. The EUCIS-LLL Stakeholders decided to write a joint political message to the European Commission underlining their support to the budget allocation and expressing their concerns. This message will be followed by a common proposal from the Stakeholder to the European Commission in January. For further information go to EUCIS-LLL.
 

Our partner the European Civil Society Platform on Lifelong Learning (EUCIS-LLL), has gathered 25 European networks working in education and training, andlaunched a survey all across Europe to collect your opinion on stakeholders' consultation and participation in EU policy debates at the national level.

EUCIS-LLL is looking into the possibility of setting up consultation forums at the national level in order to enable stakeholders' voice to be heard in the implementation of European policies in Education and Training. They are also considering the possibility of setting up cooperation structures among civil society organisations at the national level on the same model as EUCIS-LLL to support lifelong learning through enhanced cooperation between actors and sectors.

Please fill in their SURVEY before 22 December 2011: it does not take more than 5 minutes. They expect to use these results as important evidence to defend our common interests. But for this they need a critical mass of responses.
